A couple things...

1. Don't double-click on the refresh link, just single-click.
2. Don't hit the back button while the refresh is running.
3. Don't refresh your BROWSER on a newly refreshed bill report.
4. Don't try to refresh multiple reports at once.

Any of these can result in a wasted refresh.
